In January 2018, the National Employment Law Project (NELP) and the Partnership for Working Families published a paper, Uber State Interference: How Transportation Network Companies Buy, Bully, and Bamboozle Their Way To Deregulation. While the paper is mostly about Uber’s overall work to obtain the regulatory infrastructure needed to operate, the paper includes discussions of background checks for TNC drivers.

The paper was written by Joy Borkholder, Mariah Montgomery, Miya Saika Chen, and Rebecca Smith.
